Community Condemns Felton & Bosket

Community members Condemn Felton and Bosket at January 27 Gathering: Betrayal of a Lifelong Ally"

On January 27, 2026, community members and former members of the NAACP gathered to discuss ongoing concerns within the community, especially regarding the controversy surrounding a letter sent to the Allentown Mayor by the NAACP Executive Committee. 


During the meeting, many attendees stated that people are still asking about the letter and wondering why committee members Walt Felton and Dan Bosket did not simply tell the media that they cannot make statements that are not attributed to them.


Several participants expressed deep disappointment, asking, “Why would they lie and try to bring a sister down who supported them in good and bad times all her life?” Their comments reflected both hurt and frustration from a community that has long relied on solidarity and mutual respect among its leaders. Speakers shared stories showing how, in their view, both Felton and Bosket had let the Black community down, and some even went as far as to call them “sellouts.”

who were also present, appeared visibly shocked upon hearing these accounts. One attendee said they had directly asked Bosket, 


“Why didn’t you just say no comment?” highlighting what they saw as mishandling of the situation and the ongoing distrust it has created within the community. He said, “even a simple refusal to speak might have caused less confusion than allowing a narrative to grow that appeared to turn against a sister who had always stood by them”.

FLEO investigation (Scott Curtis)


·  City Council hired former FBI agent Scott Curtis and his company, FLEO Investigations, in June 2024, to conduct an initial investigation into racism and discrimination at City Hall.[2]

·  Curtis conducted dozens of interviews and compiled emails, notes, recordings, and reports as part of a fact-finding investigation, but the council terminated his contract in January 2025 and replaced him with Duane Morris.[1][2]

·  In a federal court ruling, Judge Gail Weilheimer ordered Allentown to produce documents from the Curtis/FLEO investigation in a discrimination lawsuit, ruling that the work was investigatory and not protected by legislative immunity, making the documents discoverable.[1]

·  After FLEO concluded its work, the council hired the Philadelphia law firm Duane Morris LLC to finish the City Hall discrimination investigation, with work expected to continue through most of 2025.[2][1]

·  At a September 4 news conference, officials did not share detailed findings but later released a written statement saying Duane Morris identified “isolated discriminatory conduct by individual city employees,” and not a “widespread issue of discriminatory conduct” in Allentown government.

·  Duane Morris’s work product has been considered legal counsel to the council, and Judge Weilheimer ruled that documents from the Duane Morris investigation are protected by attorney–client privilege and can remain confidential, meaning the underlying findings and evidence have not been publicly released.[1][2]

THE LETTER

The NAACP letter was written at Mayor Tuerk's request.

Formal Complaint Regarding Conduct of Mayor Matthew Tuerk

Barbara first observed Mayor Tuerk at multiple public events and deliberately avoided interaction amid

growing concerns. On June 9, 2023, the Mayor initiated contact via message, stating: “All good. I feel some

negative energy.” I replied, “What did you do?” and he responded, “I don’t know, you tell me.”


After the June 9 message from Mayor Tuerk, Barbara brought this information to the July 11, 2023,

executive committee meeting and formally presented it to the NAACP Allentown Branch for review and

discussion, following established NAACP protocol. At that meeting, she described the nature and tone of

the Mayor’s messages and expressed concerns about their appropriateness and professionalism, which

marked the official beginning of this matter.[2]


These incidents should be viewed in the larger context of documented community and governance issues,

including City Council’s December 6, 2023, 4–3 vote of no confidence, which cited “ineffective leadership,”

personnel mismanagement, budget concerns, and inadequate community engagement, along with reports

of racial discrimination at City Hall and alleged retaliatory firings.


Committed to upholding the ethical standards outlined in the NAACP Bylaws, Barbara later drafted and

distributed a detailed summary letter explaining the events and their impact on the community to all

relevant parties, in full compliance with NAACP protocol. The Mayor himself instructed her to do so (“you

tell me”), prompting the creation of the letter to promote transparency, accountability, and the protection

of civil rights.[4]

Purpose and tone of the “Letter.”


·  The letter states that NAACP executive members had previously met with Mayor Tuerk about racial issues and that he assured them no such problems existed. However, subsequent employee reports led the branch to conclude that there is a serious problem within City Hall.[1]


·  The tone is highly critical and urgent, highlighting that the reported behavior is unacceptable, breaches civil rights values, and will not be tolerated or impact employees.[1

·  The letter describes multiple employee complaints claiming that white police officers threatened to shoot Black coworkers, used racial slurs, and verbally abused and intimidated Black and Brown employees.[1]


·  It also alleges discriminatory promotion practices, cheating on promotional exams that benefited white officers, hostile behavior by white supervisors toward employees of color, and a double standard in discipline where white officers allegedly avoid consequences for more serious misconduct.[1]

·  The letter states that it is the Mayor’s responsibility to promote an inclusive, respectful, discrimination-free workplace and affirms that, at the time, the NAACP supports employees of color who have come forward and will continue to stand with them.[1]

·  It urges Mayor Tuerk to take decisive steps to address the alleged injustices, implement more diversity and inclusion training within 60 days, and establish a workplace that reflects the city’s diversity, warning that failure to do so could result in further actions.[1]


Broader significance and controversy


·  The letter links the Mayor’s political success to support from Black and Brown communities and warns him not to take that support for granted, presenting it as a test of his dedication to equality and justice.[1]


·  It concludes with rallying language (“No Justice, No Desk”) and a call for a united stand against racism in Allentown’s government, which has contributed to the current controversy around the letter and the administration’s response.[1]

This controversy over the NAACP letter would not have erupted if two key NAACP members had stood up to Mayor Tuerk, supported the affected employees, and held their ground like men instead of backing down. Their failure to do so fueled the backlash over the authorized letters and the ongoing discussion.

While we were affiliated with the organization, we were bound by its internal processes, expectations of confidentiality, and collective decision‑making, which limited what we felt we could say publicly about the controversy. Now that we are no longer affiliated or obligated to the NAACP, we believe we can finally speak our peace in our own words and on our own terms, without fear of crossing organizational lines or being seen as speaking for the branch.

Controversy over the NAACP letter would not have erupted

if we were ALLOWED to Speak Out About THE Letter

Former executives are now speaking about the letter because they are no longer affiliated with the NAACP and are no longer bound by its internal obligations. Free from those constraints, we feels able to share her perspective on the controversy in her own words and on her own terms.




**Felton and Bosket Betrayed the Community**

driven by fear or personal interest


Walter Felton and Dan Bosket were fully aware of the issues raised in the letter to Mayor Tuerk; in fact, they were the ones who first brought the concerns to the NAACP’s attention, as reflected in internal Zoom meetings and recorded minutes. 

Although they knew the letter was written to confront the mayor about discrimination and hostile conditions facing Black and Brown employees in City Hall, they did not anticipate it reaching the broader community through the media.


When the controversy arose, all they had to say publicly was “no comment,” as other executive committee members did, which would have protected the integrity of the process and the people who came forward. Instead, their public handling of the situation gave implicit cover to a mayor who continues to deny discrimination while multiple lawsuits and complaints point to serious civil rights problems in his administration. Their response appeared driven by fear or personal interest tied to the mayor’s position, rather than by loyalty to the community members they were supposed to serve.


Black and Brown City Hall employees had already expressed deep mistrust, telling the NAACP Redress Committee they feared Felton and Bosket would respond exactly as they did. Those employees even wrote a letter asking that their complaint not be shared with Felton or Bosket, and their fears were later confirmed by how events unfolded. The fallout has damaged community confidence; many residents have lost respect for both men because their actions made it harder for workers of color to seek justice and accountability.


In doing so, Felton and Bosket effectively threw a Black civil rights organization under the bus and attempted to destroy the reputation of a Black woman who stood firmly by the complainants and the principles of justice. Yet she did not break; she stood her ground, and she is still standing, trusting that the full truth about City Hall, its treatment of Black and Brown employees, and the mayor’s role will eventually come to light for the entire community.

Walter Felton, former president of the NAACP Allentown Branch, was a speaker at the City Council meeting. He made statements that critics say were unsubstantiated. Raising concerns about workplace equity and accountability at City Hall. 

Facts are of significance; accountability is equally important. Nevertheless, instead of insisting upon integrity from city hall, Felton elected to minimize, distort, and divert attention to a Black woman.  How long will he be a fool?

At a September 3, 2025, Allentown City Council meeting, Walter Felton, a former and currently inactive president of the NAACP Allentown Branch, appeared as a prominent speaker and made statements that critics have described as unsubstantiated while discussing workplace equity and accountability at City Hall. Facts are important, and accountability matters equally. Instead of insisting on integrity and transparency from City Hall, Mr. Felton chose to minimize, distort, and redirect attention toward a Black woman, deflecting scrutiny away from those in power.[1][2]


Mr. Felton’s conduct does not reflect the principles or responsibilities expected of a true NAACP leader. The NAACP’s Constitution and Bylaws make clear that internal disputes and organizational concerns are to be addressed through established internal processes, and that members and officers are not to engage in actions that undermine the Association from the outside. 


His public remarks, which were used to discredit and isolate a fellow Black community member rather than challenge institutional misconduct, are inconsistent with that cultureand purpose.[3][4][2][5][1]


Under his leadership, the Allentown Branch has not met key NAACP standards and requirements, including compliance expectations set out in the NAACP’s governing documents and election and governance procedures. 


There is documentary evidence, including Zoom recordings and meeting minutes, that contradicts aspects of Mr. Felton’s public characterizations of other members’ roles and status within the organization. These records demonstrate that his statements have caused needless embarrassment and confusion for the branch and have distracted from the urgent work of confronting racism and inequity in Allentown.[2][6][7][8][1][3]


For these reasons, it is necessary to call for integrity, accuracy, and adherence to NAACP rules from those who claim to speak in its name. Members and the broader community deserve leadership that holds City Hall accountable, follows internal procedures, and refuses to allow personal grievances or misinformation to be weaponized against Black women or any other community members.[4][5][3]

From Silence to Truth Defending NAACP Protocol

Community members wonder why Barbara Redmond didn't speak out earlier, and the answer is in NAACP protocol: the organization doesn't allow members to handle internal disputes outside its established procedures, requiring conflicts to be resolved within its ranks through proper channels. Now that Barbara is no longer the secretary or a member of the Allentown Branch, she is free to speak publicly without violating those rules.

The Truth About NAACP Protocol and False Claims Against Barbara Redmond


Walter Felton, a former president of the NAACP Allentown Branch who no longer holds that position, spoke at a City Council meeting. There, he made statements critics have called unsubstantiated, raising concerns about the NAACP's equity and accountability at City Hall. Facts are important, and accountability is equally vital. 


During his speech, he falsely claimed that Barbara sent a letter to Wells Fargo Bank to remove his name from the NAACP bank account without permission.


That claim is false. I have included an email showing that I followed proper protocol and acted according to the executive committee's instructions, which requested that his name be removed from the account because he had not attended meetings in a year or fulfilled his responsibilities.


 I chose not to include all of the supporting documents at this time because additional evidence will be required when this matter advances in a legal setting. 


Nevertheless, even this one document represents only a small part of the evidence I possess that directly contradicts his statement, and there is much more that proves his version of events is false.


Despite this, Mr. Felton proceeded without verifying his information and presented unproven allegations to the NAACP at the national level. As a result, I was removed based solely on his word and his relationship with someone at the national office, rather than through a fair and factual review of the record. At the time, my family was experiencing deep devastation, and I was not in a position to fully fight the issue or defend myself as strongly as I should have.


Nevertheless, I have kept detailed documentation. I possess numerous emails, Zoom recordings, and meeting minutes that clearly demonstrate I did not act alone and that I followed the guidance and protocol of the executive committee at every stage. I did not violate the NAACP 


Bylaws; instead, I adhered to them carefully and consistently. I am innocent of the accusations against me, and the full truth will come out in due time.


Nevertheless, I have kept detailed documentation. I possess numerous emails, Zoom recordings, and meeting minutes that clearly demonstrate I did not act alone and that I followed the guidance and protocol of the executive protocols at every stage. I did not violate the NAACP y responsible.
